Because they dictated a 7 to be the highest value on the slot wheel. It could have been a hippo for all intents and purposed, it just happens to be a 7. One most older slot machines have only 3 wheels. So the getting the item with the least probability on all three wheels at the same time is the least likely thing to happen thus worth the most in return and why 777 is the jackpot.

If you read the Bible and mythologies such as Greek, you will find a lot of preferences given to number seven. Some were planetary, other sounded something like "take 7 days to forgive your enemies" and thus formed a cycle. From there on, a cycle which we know as a week turned into new beginnings. It is believed that 8th day starts from scratch and thus all prior failures and misfortunes are gone. That's why seven as a number is supposed to mean that all your troubles will disappear and all your fortunes will start over.
